The Preparation for the Public Financial Management and Public Service Delivery in Cambodia: The Cases of the Agriculture, Water Resources, and Single-Window Service Sectors


Project Description
Effective public service delivery is a cornerstone of socio-economic development, ensuring services reach citizens efficiently and equitably. Over the past decade, Cambodia has made notable progress in improving its Public Financial Management system. The Public Financial Management Reform Program (PFMRP) has played a crucial role in enhancing budget credibility, financial accountability, and transparency. This program has significantly modernized Cambodia's budgetary processes, improved revenue collection, and strengthened expenditure management. While progress has been made, there is still a need to further understand how PFM translates into better service delivery across key sectors. Specifically, the agricultural sector, water resource management, and single-window public services are areas where efficient public service delivery plays an essential role in improving people's livelihoods and promoting sustainable development.
Project Objective

The study has three main objectives:

  • Assess public perceptions regarding the quality, accessibility, and effectiveness of services provided in the agricultural sector, water resource sector, and single-window public services.
  • Analyse the alignment between public perceptions and the actual progress observed in the implementation of PFM reforms.
  • Identify factors that shape public perceptions and specify areas for improvement to enhance public trust and support policy initiatives aimed at strengthening service delivery.
