As CDRI enters its next phase of institutional growth, it seeks a Business Development Director to lead strategic partnerships, resource mobilisation, and institutional visibility.
Position Summary
The Business
Development Director plays a critical leadership role in ensuring CDRI’s
long-term financial sustainability and strategic growth. This position is
responsible for developing and implementing strategies to expand CDRI’s funding
base, build high-value partnerships with donors, governments, and research
institutions, and promote the visibility and impact of the Institute’s work. The
Director will lead efforts to secure and diversify CDRI’s income streams,
ensuring long-term financial sustainability and institutional resilience. This
includes generating funding from multiple sources, building strategic
partnerships, and leveraging CDRI’s expertise for applied research and
services. The Director will work closely with the Executive Director, Chief
Economist, and Centre Directors to position CDRI as a preferred research
partner in Cambodia and the broader Asia-Pacific region.
Key Responsibilities
A. Institutional Strategy and Resource Mobilisation
- Develop and implement a comprehensive business development and fundraising strategy aligned with CDRI’s strategic plan.
- Identify and pursue new funding opportunities with bilateral and multilateral donors, foundations, governments, and private sector partners.
- Lead proposal development processes, including conceptualisation, partner negotiation, pitching to potential donors, and submission of high-quality bids.
- Manage donor relations and ensure timely reporting, compliance, and stewardship of funds.
- Diversify CDRI’s funding sources, including endowments, commissioned studies, and private sector partnerships.
B. Strategic Partnerships and External Relations
- Build and maintain strong relationships with development partners, embassies, universities, the private sector, and regional think tanks.
- Initiate and formalise strategic partnerships, collaborations, and joint initiatives that enhance CDRI's visibility, impact, and capacity.
- Represent CDRI in national and international events to expand the Institute’s network and influence.
- Facilitate collaboration with regional and global research consortia to increase CDRI’s visibility and joint project participation.
- Identify and negotiate strategic partnerships that align with CDRI’s research agenda and institutional objectives.
- Support the ED and CDRI Board Directors in maximising the value of institutional advisory bodies for fundraising, networking, and expert strategic counsel.
C. Institutional Branding and Communication
- Work with the Communications and Research teams to enhance CDRI’s brand visibility and reputation.
- Develop targeted outreach materials and institutional profiles to support donor and partner engagement.
- Oversee the preparation of impact reports, annual highlights, and other institutional publications that showcase CDRI’s achievements.
- Strengthen CDRI’s presence across digital platforms, conferences, and policy dialogues.
D. Income Generation and Institutional Sustainability
- Identify, pursue, and manage competitive grants from bilateral, multilateral, and philanthropic sources.
- Collaborate with research centre directors to identify funding priorities and pipeline opportunities.
- Develop fee-based studies, evaluations, and advisory services for governments, development partners, and private sector clients.
- Forge collaborations with international think tanks, universities, and regional consortia to co-develop projects and attract funding.
- Partner with businesses through CSR initiatives, sponsorships, and applied research services.
- Lead the design and delivery of fee-based workshops, executive courses, and online training programs to governments, institutions, and regional stakeholders.
- Monetise data, research reports, and analytical tools through subscriptions, licensing, or sponsored publications.
E. Internal Collaboration and Capacity Building
- Provide training and mentoring to researchers on proposal writing, donor communication, and partnership management.
- Establish systems for business intelligence, donor tracking, and knowledge sharing across the institute.
- Support institutional reforms that enhance efficiency, sustainability, and innovation.
Qualifications and Experience
A. Essential
- Advanced degree (Master’s or higher) in International Development, Business Administration, Economics, Public Policy, or a related field.
- At least 10 years of progressively responsible experience in business development, fundraising, or partnership management in an international NGO, think tank, or development organisation.
- Proven track record in securing funding from major donors (e.g., DFAT, USAID, FCDO, EU, UN, World Bank, ADB, foundations).
- Strong understanding of the development research ecosystem and funding landscape in Southeast Asia.
- Excellent communication, negotiation, and networking skills.
- Demonstrated ability to lead teams, manage complex partnerships, and deliver results under pressure.
B. Desirable
- Experience in strategic communications or institutional marketing.
- Familiarity with donor compliance frameworks and results-based management systems.
- Strong analytical and proposal writing skills.
- Fluency in English; Khmer proficiency is an asset.
