Abstract

This working paper discusses the implications of regional economic integration for Cambodia’s sustainable development. The ultimate goal of economic integration is reconstruction and development in Cambodia, but relatively little attention has been paid to the links between ASEAN/AFTA and Cambodia’s long-term sustainable development have been paid. What is the nature of regional economic integration? How, and to what extent, will joining AFTA affect Cambodia’s sustainable development? What are the challenges of translating the benefits of regional economic integration effectively and efficiently into sustainable development? What are policy options to meet the challenges of regional economic integration?

These are the questions addressed by this working paper. Discussions are centred around growth with equity and poverty eradication, human resource development, agriculture and rural development, service and industrial sector development, and the environment. The main contention of this working paper is that the establishment of policy coherence and coordination within the Cambodian government is the critical factor for the success or failure of regional integration in Cambodia.
