ENG Netra, Research Manager, Democratic Governance and Public Sector Reform Programme 

Eng Netra joined CDRI in February 2003 as a Research Associate in the Decentralisation and Governance Program. She is a member of the program team that conducted and produced a monograph for the first study on the subject: The Challenges of Decentralisation Design in Cambodia. Following this first study, Ms Eng was the team leader for a study on fiscal decentralisation (looking at existing taxation at the local level and identifying feasible options for developing commune/sangkat own-source revenues), and the team leader for a study on local-level service delivery (documenting the institutional arrangement of selected public services provided at the commune level). Ms Eng is currently a team member of a long-term study on the new structure of provincial governance under the Decentralisation and Deconcentration Reforms Framework to enhance accountability and poverty reduction.  

Before coming to CDRI, Ms. Eng worked for one year as an auditor at PricewaterhouseCoopers (Cambodia). She holds a Bachelor of Arts in Business Administration from the National Institution of Management (Phnom Penh) and Master’s Degrees in International Development Studies and Economics from Ohio University, both earned while on a Fulbright Scholarship.
