The Tonle Sap Initiative (TSI) is a partnership of organisations
and people working to meet the poverty and environment
challenges of the Tonle Sap region. In July 2003, ADB formulated
the Tonle Sap Basin Strategy to form the basis for setting
priorities and planning assistance over the next 5-10 years.
This strategy is based on three underpinning principles:
sustainable livelihood, social justice and basin-wide approach.
It aims to reduce poverty by fostering, promoting and
facilitating pro-poor and sustainable economic growth, access to
assets and good management of natural resources and the
environment. It focuses on two core areas: rural development and
the environment and human development.

The Cambodia Development Resource Institute (CDRI) is one of the
ADB’s partners in the implementation of the TSI through its
Participatory Poverty Assessment of the Tonle Sap basin (PPA).
Within the Tonle Sap Initiative, an important component is
capacity building. CDRI was commissioned to establish the
TSI Learning Resource Centre, housed at the CDRI library
in Phnom Penh. CDRI established the Learning Resource Centre for
the use of stakeholders in the TSI such as policymakers,
students, civil society, other research and learning
institutions, visiting scholars, government officials and the
donor community.
The TSI Learning Resource Centre complements the
CDRI library facilities by offering a deeper and more extensive
source of information and access to resources relating to the
Tonle Sap basin.
